Weakening magnetic field and an uptick in plate tectonics is more likely than human directed earthquakes. We have just received a CME on top of a coronal hole stream in the last couple of days. If any western .gov had the means to create earthquakes on demand would you not think that Russia and/or China would be the more likely target. To say Turkey/Syria is a warning shot to them doesn't cut it. If this technology was available it would be used relentlessly at this point in the proxy war. Flattening Russia's infrastructure and being able to blame plate tectonics would be more than irresistible as plausible deniability. The link between solar activity and geologic activity as well as meteorology is gaining a lot of support within the peer reviewed journals.

I've been following the link between the solar maximum part of the sun cycle, which our sun has entered, and the increase in earthquakes, which is what made me consider the HAARP nudge more seriously. HAARP is employed to let MORE of that energy through the ionosphere, by ripping a hole in the charged cloud. The weakened magnetic fields around our planet are already letting more energy through, as you know. I'm explaining my thoughts, which I hope is generally useful.
As to striking Russia with this, the very far east, just North of Japan, is the only place that tectonic creep of plates makes earthquakes frequent. If some stress has built up with plates there, the additional solar energy applied there might be able to give the nudge and loosen the glue for the plate to jump, creating an earthquake.
One thing I read once is that the large antenna arrays used to transmit signal into the ionosphere, cutting it open like a knife, can actually be used to modulate the flow of solar particulate energy at a low frequency, which could be chosen to excite resonances at the level of the tectonic plates. This causes weird atmospheric effects (I read) which somebody else just mentioned having happened over Turkey before the quake.
Again, I don't know, but these are things I have read. I'm in no position to know a lot of this highly classified information.
I've followed it somewhat a few decades back and thought at the time that it looked more like a scheme to move .gov money into corporate pockets. The accuracy is what makes it difficult to believe, if there was that kind of control why not create more or less rain in areas where this would be beneficial? Control is sure illusory, but there are a lot of things in the world that might be nudged at the edge of a cliff, if you can find them, and figure out how to do the nudging.
