Right around the start of these tit-for-tat escalations... ..Objective observers can therefore conclude that Trump is either being maliciously misinformed about the conflict from his trusted advisors or that he’s manipulatively creating the pretext for US escalation.
Regarding the first possibility, although his Envoy to Russia Steve Witkoff is a close friend, some in Trump’s circle reportedly don’t like or even trust him and they might have whispered into Trump’s ear. Therefore, it is NOT open for signing. It is NOT finished. It cannot be ratified, nor go into force for the foreseeable future.
The existence of the BioHub, a parallel path to achieving a PABS system controlled by the WHO (but in the absence of member states agreeing on its rules) will be a confounding factor, and we do not know how it will affect the PABS negotiations.
Be aware that nations were happy to sign onto the Pandemic Treaty because at this time it does not require them to pay for it nor does it impinge on their governance of their nations—but it was originally intended to do both. So the member states may well balk when the actual details come to light. Of course, the idea is to lasso all the nations and then let them find out what the rules are.
